The Economic Development Company of Pará (Codec), linked to the State Government, participated this Thursday (26) in the XXIX Brazilian Meeting of Administration (Enbra), held at Hangar – Amazon Convention Center, in Belém. Promoted by the Regional Council of Administration of Pará (CRA-PA) and the Federal Council of Administration (CFA), the event brings together specialists, public managers, professionals in the field, and students from all over Brazil to discuss the future of Administration, focusing on innovation, sustainability, and regional development.

Codec was part of the panel program “The State as a Driver of Regional Development: Public Administration for a More Competitive Brazil,” which included the participation of administrator Sidney Rosa, mayor of Paragominas, as a panelist; administrator Pádua Rodrigues, director of Strategy and Institutional Relations of Codec, as a debater; and administrator André Luis Coelho Fernandes, as the mediator.

During his speech, Sidney Rosa highlighted the transformative role of efficient public management in the reality of municipalities. “We only transform people's lives with management. It is not enough to have resources - it is necessary to know how to apply them with planning, responsibility, and a vision for the future. Regional development necessarily involves valuing public administration as an instrument of change,” he stated.

Next, Pádua Rodrigues discussed the points presented and emphasized that the Government of Pará's actions in strengthening public administration and creating a favorable environment for development have been essential in driving investments and reducing regional inequalities.

“The State is the main driver of regional development. In Pará, this translates into serious, technical public administration committed to the articulation between planning, infrastructure, and investment. We have strategic productive chains, such as minerals, cocoa, and açaí, among others, that depend on assertive political decisions to generate development. The State Government has been making this move - leading a regional integration agenda that goes beyond discourse and materializes in important infrastructure works, across all its modalities, tax incentives, and public policies that reach the municipalities. Although the challenges are great, Pará has shown that it is possible to align public management and development with social responsibility and a vision for the future,” said the director.

The director also highlighted the structural investments made by the State Government, planned to facilitate logistics and generate greater development for the state, such as the construction of dozens of bridges, opening and paving of highways, river stations, modernization of ports and regional airports, among other initiatives. “These actions not only improve mobility and regional integration but also expand the potential to attract private investments, generating jobs, income, and development for the people of Pará,” he added.

The audience's participation also marked the panel, directing questions to the guests. The answers reinforced the importance of technical qualification and coordinated, systemic, and integrated action among government spheres.

For the president of CRA-PA, Fábio Lúcio de Souza, Enbra 2025 consolidates itself as a privileged space for debate on the future of Administration in Brazil. “The central message of Enbra is to highlight the importance of public, private, and academic Administration as a transversal and strategic element. Belém becomes, this week, the Brazilian capital of management debate. We have qualified professionals, prepared to contribute with ethics, technique, and commitment to transform the reality of municipalities, states, and the country,” he pointed out.

Closing the panel, participants received certificates from the hands of Fábio Lúcio de Souza, president of CRA-PA, and Gilmar Camargo, vice president of the Federal Council of Administration, in recognition of their technical and institutional contribution to the event.

With the theme “Public Administration and Sustainable Development: New Paths for Brazil,” Enbra 2025 reaffirms the importance of good management as an essential tool for development - and shows that Pará is at the forefront of this movement.
