Arcon takes over regulation of the Metropolitan BRT after approval of the bill
The change expands Arcon's responsibilities and reinforces Artran's focus on intermunicipal transport
The Legislative Assembly of the State of Pará (Alepa) approved Bill 360/2025 authored by the Executive Branch. The proposal transfers to the Public Services Regulation and Control Agency of the State of Pará (Arcon) the competence over the regulation, control, and supervision of the Integrated Public Transport System of the Metropolitan Region of Belém (SIT/RMB), among other changes.
The SIT/RMB was under the management of the Public Transport Regulation and Control Agency of the State of Pará (Artran), which will maintain its focus on intermunicipal road and water transport.
With the approval, the operation of state regulatory agencies is modified with a functional and specialized distribution of responsibilities. The project amends five state laws and is now awaiting the sanction of Governor Helder Barbalho.
For Eduardo Ribeiro, the general director of Arcon, the proposal is an expansion of the department's duties, which has also been strengthening in the sanitation and natural gas sectors. "This is important news, a project submitted by the State Government that represents the transfer of the Metropolitan SIT to Arcon's responsibilities. It is important because of the regionalized action that Arcon has in other activities and will also have in metropolitan transport, which has a completely different characteristic from medium and long-distance intermunicipal transport," says the director.
Arcon is expected to take over the administrative processes, contracts, agreements, budget balances, and the technical-patrimonial assets of Artran related to the SIT/RMB. Normative and administrative acts issued previously by Artran will remain valid until they are amended or revoked by Arcon, ensuring legal stability during the transition process.
Mobility - The Metropolitan BRT System is an initiative of the Government of Pará aimed at modernizing and integrating public transport in the Metropolitan Region of Belém, directly benefiting around 3.5 million passengers per month in the municipalities of Santa Izabel, Santa Bárbara, Benevides, Marituba, Ananindeua, and Belém. The fleet of the Metropolitan BRT consists of 265 buses, of which 40 are electric (zero emissions of polluting gases) and 225 are Euro 6 diesel (with 15 times lower pollution emissions than the diesel buses currently operating in the RMB).
Composed of exclusive corridors, level boarding stations, integration between trunk and feeder lines, and an operational control center, the system aims to transform urban mobility in Greater Belém, offering more fluid traffic and reduced travel time.
The director of Financial and Fare Control at Arcon, Claudio Conde, explains that the segment has specific and complex characteristics, requiring cutting-edge technology and specialized management. "Arcon has a strong history with intermunicipal transport. We have a very strong planning unit that has worked since the conception of the system back in the 90s. Considering the high complexity of this service, it is very important to have this approval today," he points out.
