Santarém hosts the second public hearing for the review of the PPA and the preparation of the LOA 2026

The main objective is to promote public participation in government planning, allowing people to present suggestions, proposals, and ask questions about the PPA and the LOA

The Government of Pará, through the State Secretariat of Planning and Administration (Seplad) and the Regional Government Secretariat of Baixo Amazonas, held, this Tuesday (10), the second public hearing for the review of the Multiannual Plan 2024-2027 and the preparation of the 2026 Budget Law in the municipality of Santarém.

During the hearing, Nazaré Nascimento, technical advisor of the Undersecretariat of Planning and Budget (Sapor), provided an analysis of the revenue forecasts for the years 2026 and 2027.

"It is important to highlight that this revenue estimate, presented at this moment, is part of the context of the PPA review, which will be delivered at the end of August. The budget ceiling of the LOA, which will be forwarded at the end of September, uses as a reference the estimated revenue contained in the LDO. For the fiscal year of 2026, we have an estimated own revenue of R$ 34 million and transferred resources amounting to R$ 14 million. For 2027, the forecast is R$ 36 million in own revenue and R$ 14 million in transferred resources. There is an observed increase in the real growth of own revenue between 2025 and 2026, with an increase of 12.43%. As for the transferred resources, the real growth in the same period is 10.81%. Although subject to possible adjustments, it is based on this estimate that we are developing the work within the scope of the LOA," clarified Nazaré.

The holding of public hearings has the main objective of promoting public participation in government planning, allowing people to present suggestions, proposals, and ask questions about the PPA and the LOA. Beyond that, the State seeks to provide information regarding public administration to the population.

"I believe that the PPA hearing is a form of transparency of the State government towards the population. It is a way to listen to the population, in a regionalized manner, and truly understand the needs of the people of Santarém and the region, so that we can act precisely," said Ivanildo Ramos da Silva, president of the residents' association of the Matinha neighborhood.

The purpose of the hearing is to update both the structure of the plan and the previously established goals, focusing on the new perspective of revenue collection and the better distribution of these resources in the form of services and investments for the population, especially for the biennium 2026-2027.

Marcel Botelho, President Director at the Amazon Foundation for Support of Studies and Research (Fapespa), presents the indicators of the region and evaluates that the moment is important for the State, as in addition to listening to the population, it can provide accountability.

"The review of the PPA is a monitoring instrument, much more than just making an evaluation, it is extremely important to monitor, so that we can correct in time to have the desired effect for the community. Fapespa is inserted in the context of this public hearing, presenting socioeconomic indicators, health indicators, demographic, environmental, that show the reality of this region, which at times even the population is unaware of when thinking in a more macro aspect. We talk about the economy here in the region, the importance of agribusiness, but also the importance of bioeconomy, and how this population is supplied by public services, such as schools, health, and meeting their needs. So, from this X-ray, it is logical that the community will be able to absorb, make its interpretation, and bring extremely relevant insights so that we can make a new planning," explained Marcel.

The holding of public hearings in different municipalities is based on the idea of regionalization as a premise, aiming for a focus on the needs to be met in each integration region of Pará.

"The importance is that we have the opportunity to insert our demands within the plan that the Government organizes, so that they are met. We live in the Planalto, our community is only 28 kilometers from the headquarters of the municipality of Santarém, and we need education, health, roads, asphalt. So participating in this planning is essential so that in the future we are contemplated with these demands that are truly a necessity and priority, especially for those who live in the interior of the municipality," said Wandines dos Santos Pereira, vice president of the João Pereira Quilombo Association of Santarém.

The review of the PPA, prepared in 2023, considers the need for adjustments based on the execution of the fiscal year 2024/2027 and on conjunctural changes identified throughout the period.

"The State Government has acted with attention to the demands of Pará, especially from the west of the state. Since last year, the PPA has been discussed with local leaders and is now undergoing review to ensure that everything that was debated is included. Seplad coordinates this process exemplarily, with active participation from the population, which is essential to meet the real needs of the region," pointed out Raimundo Inácio Campos Corrêa, deputy secretary of the Regional Government Secretariat of Baixo Amazonas.

During the public hearing, examples of demands from society that have already been met in the PPA for the fiscal years 2024 and 2025 were presented. Among the highlighted actions are the construction of a concrete bridge over the Curuá-Una River PA-370, in Santarém; the paving of PA-254, Section: Intersection of PA-439 / Vila Cipoal, with an extension of 48.00 km; the paving of PA-370 Lot II, Section: Intersection Rod. Transuruará / Curuá-Una Plant, Sub-section: Km 34.50 / Curuá Plant, with an extension of 34.5 km; the renovation and expansion of a school unit (Rurópolis); expansion of the "Your House" Program; paving, signaling, recovery, and drainage of urban roads and issuance of land titles.

"I consider this moment very important for the entire West region of Pará. Santarém, as a pole municipality, has a great responsibility in this process. It is an honor to participate in the review of the PPA and host this event alongside cities like Marabá and Belém. We were present in the previous edition, and now, with this review, we have the opportunity to evaluate what is being executed and what can be improved. Planning is essential for public actions to advance efficiently, especially in a regionalized manner, respecting the realities of each territory. The State is very large, and it is not possible to do everything only from the capital. Bringing these discussions to the poles and listening to the municipalities is fundamental to ensure more effective public policies," highlighted Carlos Martins, vice mayor of Santarém.

The Government of Pará reinforces its commitment to the population by bringing them closer to the formulation of guidelines regarding planning processes through social participation.

Multiannual Plan – The Multiannual Plan is one of the main planning instruments of the State, as it establishes the guidelines, strategic investments, and structuring actions that will guide the Government's actions over the next four years. Its preparation is a requirement provided for in Article 165, §1 of the Federal Constitution and by Article 204 of the State Constitution. The PPA comes into effect from the second year of the governmental mandate and must be followed until the first year of the following mandate.

Annual Budget Law (LOA) – The LOA is the device that estimates revenues and authorizes the Government's expenses according to the revenue forecast. The objective of the LOA, which results in the General State Budget, is to realize the goals proposed in the PPA, according to the guidelines established by the Budgetary Guidelines Law (LDO).

In addition to in-person participation, the population can also contribute and send their demands and suggestions through the "Citizen Planning" website. Online contributions can be submitted until June 20.

Belém will be the last municipality to receive the public hearing for the review of the PPA 2024-2027 and the LOA 2026. The hearing will be held on June 12, starting at 9 am, at the Institute of Social Security and Protection (IGEPPS), located at Av. Alcindo Cacela, 1962.
