Partnership between Seap and TRE-PA ensures issuance of voter ID for detainees

Action issued 143 documents for people deprived of liberty in two penal units of the Santa Izabel do Pará Penitentiary Complex

The Regional Electoral Court (TRE-PA) and the State Secretariat for Penitentiary Administration (Seap), through the Biopsychosocial Assistance Directorate (DAB), carried out an action in two penal units of the Santa Izabel do Pará Penitentiary Complex as part of the National Registration Week. In total, 143 People Deprived of Liberty (PPL) had their voter IDs issued.

The 3rd National Registration Week, coordinated by the State Court of Justice (TJPA), officially ended on May 16, but actions for issuing basic documents continue in various parts of the country. In Pará, a partnership between Seap and TRE-PA, executed between May 27 and 28, at the Santa Izabel do Pará Penitentiary Complex, ensured the issuance of voter IDs for inmates of the Maximum Security Penitentiary Unit I (UPMAX I) and the Custody and Reintegration Unit III (UCR III).

Most of the services focused on issuing the first copy of the document, explained TRE-PA judicial technician Maria Clara Braga. In total, seven Electoral Court officials worked over the two days of the action at the Penitentiary Complex. Last week, services were provided at the Semi-open Regime Reintegration Unit (URRS) in Santa Izabel do Pará, and between May 27 and 28, at Upmax I and UCR III.

Maria Clara clarifies that the issuance of the voter ID does not guarantee the right to vote for detainees, since, during the execution of the sentence, the person deprived of liberty has their voting rights suspended. “Only after the end of the sentence can they exercise their right to vote. For now, what is guaranteed is the issuance of the document so that they already have it in hand when they return to social life,” explained the TRE-PA technician.

“Last week, we provided services in the semi-open regime. And yesterday and today, we are here. The action is important because at the end of the sentence, they will already have the document in hand,” added Maria Clara.

The social worker of DAB, Marina Pinheiro, reported that on Wednesday (28), at UPMAX I, 65 title issuances were carried out in partnership with TRE-PA, TJPA, and Seap. The day before, another 78 documents were issued at UCR III.

“We are ensuring the issuance of these titles for the detainees. At the moment, it is only in these two units. In the future, we are planning to extend this (to other units), especially since we are in the Registration Week! Here, we have two DAB officials, but there is a team at the headquarters that is also mobilizing, organizing the documentation so that this issuance could happen here today,” said Marina Pinheiro.

At 24 years old, Luiz Felipe Gonçalves Barrada had the chance to obtain his voter ID for the first time. An inmate at UPMAX I, he thanked the opportunity provided by Seap and TRE-PA. “I liked this work that the secretary brought here. It was a good job. Today, I got my document, and it is very good for me. It has a great benefit in my life; if I want to change my life outside, it’s an opportunity to get a job. That’s what I intend to do on the street. Thank you very much to everyone who did this for me; I just thank everyone.”
Thiago Martins Costa, from UCR III, also obtained his voter ID. “Today, I was able to get my document, and I thank this action. This will help me in the future, in my reintegration, even for my family, who will be happy. I thank everyone who helped me,” said the detainee.

Danilo Wallace Santos Soares also believes that, with personal documents in hand, he will have a better opportunity to get a job. “It’s important because it’s a change of life for me; I can achieve a change. When they called me for the service, I didn’t know what it would be. But when I found out, I felt happy because it was something I wanted for a long time, to have my documents. And the entry and exit were good; they treated me very well,” highlighted the young man.
