Pará validates more than 600 CAR in agrarian reform settlement areas

The state was the first in Brazil to have a methodology for validating CAR lots in settlements of the National Institute of Colonization and Agrarian Reform (Incra)

The Secretary of Environment and Sustainability of Pará (Semas), through the Regulariza Pará program, has achieved more than 600 Rural Environmental Registries (CAR) in agrarian reform settlements, a pioneering initiative in the country. In partnership with the National Institute of Colonization and Agrarian Reform (Incra), the State Government has made unprecedented progress in environmental regularization, ensuring benefits for settlers.

Trainings such as an event held in Marabá in April contribute to the qualification of professionals operating the SICAR system, implementing a set of activities aimed at regularization and territorial planning of settlements, using CAR as the main instrument.

"The trainings are the result of joint actions with Incra, a partnership that is also occurring with the institute's regional offices in Belém and Santarém. We have already developed two priority work plans for the Barraca do Meio and Tuerê settlements, with a target of 1135 CAR Lots. In this most recent action, there were three days of training aimed at the teams from Incra and partner institutions," explains the Deputy Secretary of Management and Environmental Regularity of Semas, Rodolpho Zahluth Bastos.

The initiative, aimed at Incra employees and professionals from institutions such as The Nature Conservancy Brazil (TNC) and the Federal University of Lavras (UFLA), integrated Semas' strategy to ensure the effective implementation of the Brazilian Forest Code in settlement areas. The training introduced participants to the use of the AST module of the Rural Environmental Registry System (SICAR/PA), essential for individualizing CAR Lots of settlers.

"Pará was the first state to develop a methodology for validating CAR lots in Incra settlements, aiming to serve the agrarian reform audience. Through the Regulariza Pará Program, we carried out the first delivery of validated CAR lots for Incra settlers in June 2024 in Moju. It is our latest front of rural environmental regularization. We are pioneers in conducting collective regularization efforts for family farming, in delivering collective CARs for quilombolas, Peaex, and Resex, as well as in the municipalization of CAR analysis, in the simplified CAR validation methodology, in the automation of registry analysis, and in delivering CAR with payment for environmental services," added Deputy Secretary Zahluth.

During the training in Marabá, participants learned about the methodology, operational flows for rectification and re-registration of registries, and were also guided on practices for using the offline module. The training also promoted institutional debate on access permissions, inter-institutional arrangements, and the construction of a specific work plan for the region's priority settlements.

“This action reinforces our commitment to the integration of environmental and land regularization, ensuring that settlers have access to socio-environmental public policies. The individualized CAR is an essential instrument to guarantee legal security for farmers, and our expectation is that the developed methodology can be replicated in other territories, expanding the reach of the environmental regularization policy in Pará and contributing to the consolidation of an agenda aligned with the inclusion of agrarian reform settlers,” highlighted the technical advisor of the Geotechnology Directorate of Semas, Assucena Lebre.
